But both letters cited in the indictment, one sent to House of Representatives Speaker John Boehner, an Ohio Republican, and the other to Senator Barbara Mikulski, a Democrat from Maryland, contained threats to the lawmakers.
The letter to Mikulski, addressed to her Baltimore office, "indicated that it may contain a lethal pathogen to which the recipient may have been exposed," the indictment said.
"Threatening letters - whether hoax or real - are serious concerns that federal law enforcement agencies will aggressively pursue," Greg Fowler, special agent in charge of the FBI office in Oregon, said in a statement.
Neither the indictment nor the press release accompanying it made any mention of a possible motive for the mass mailings of menacing letters.
The federal prosecutor's statement said Carlson was expected to be arraigned in U.S. District Court on Monday.
The threatening letters began showing up on Capitol Hill and in the state offices of lawmakers on February 22. A number of media organizations and television shows, including The New York Times, National Public Radio and "The Daily Show with Jon Stewart," also received such mail.
A law enforcement source at the time said the sender warned that letters had been sent to the Washington or local offices of all 100 U.S. senators and that 10 contained a deadly pathogen.

Emma Bell, singing the lead role, stressed the importance of commissioning new music.
"I think that the way forward for opera is new work ... I think that it needs to move on from that place (familiar repertoire)."
Introducing new operas, and new ideas to old works, is fraught with difficulties, especially because the costs of staging an opera are high and audiences tend to flock to see "classic" productions.
Tickets sales for Miss Fortune, which opens on Monday, March 12, have been slower than hoped.

SAN MARCOS, Texas (AP) ? For more than five weeks, a woman's body lay undisturbed in a secluded Texas field. Then a frenzied flock of vultures descended on the corpse and reduced it to a skeleton within hours.
But this was not a crime scene lost to nature. It was an important scientific experiment into the way human bodies decompose, and the findings are upending assumptions about decay that have been the basis of homicide cases for decades.
Experienced investigators would normally have interpreted the absence of flesh and the condition of the bones as evidence that the woman had been dead for six months, possibly even a year or more. Now a study of vultures at Texas State University is calling into question many of the benchmarks detectives have long relied on.
The time of death is critical in any murder case. It's a key piece of evidence that influences the entire investigation, often shaping who becomes a suspect and ultimately who is convicted or exonerated.
"If you say someone did it and you say it was at least a year, could it have been two weeks instead?" said Michelle Hamilton, an assistant professor at the school's forensic anthropology research facility. "It has larger implications than what we thought initially."
The vulture study, conducted on 26 acres near the south-central Texas campus, stemmed from previous studies that used dead pigs, which decompose much like humans. Scientists set up a motion-sensing camera that captured the vultures jumping up and down on the woman's body, breaking some of her ribs, which investigators could also misinterpret as trauma suffered during a beating.
Researchers are monitoring a half-dozen other corpses in various stages of decomposition, and they have a list of about 100 people prepared to donate their bodies to the project, which the school says is the first of its kind to study vultures.
"Now that we have this facility and a group of people willing to donate themselves to science like this, we can actually kind of do what needs to be done, because pigs and humans aren't equal," Hamilton said.
The forensic center opened in 2008, as did a similar facility at Sam Houston State University in Huntsville, making Texas home to two of the nation's five "body farms."
At the farms, forensic pathologists observe the decomposition process in natural surroundings to see how corpses react to sun and shade, whether they decay differently on the surface or below ground and what sort of creatures ? from large to microscopic ? are involved.
Only in recent years has academic literature tried to establish formulas for death time based on stages of decomposition and environmental factors such as temperature conditions where the body was found.
The vulture research has drawn interest from homicide investigators, including Pam McInnis, president of the Southwestern Association of Forensic Scientists and director of the Pasadena Police Crime Lab in suburban Houston. She said the ability to account for vultures would "significantly" help investigators who already use insects and their life cycles to estimate time of death.
The body in the vulture study was that of Patty Robinson, an Austin woman who died of breast cancer in 2009 at age 72. She donated her remains to research, and they were placed in a five-acre fenced area.
Her son, James, said the Texas State research seemed like a worthy project.
She'd be delighted "if she could come back and see what she's been doing," he said. "All of us are pretty passionate about knowing the truth."
As for the vulture research, "we're not a particularly squeamish lot," he added.
The project began after scientists noticed scavenger damage on other bodies, an anomaly that puzzled them because the site several miles north of campus is secured against animal intruders.
"It didn't fit the model of scavengers that we had seen before and what people had written about," said Kate Spradley, an assistant professor at Texas State who also works on the project. "We realized we didn't account for something and it was vultures."
Vultures fly over much of the United States and are particularly abundant in the Southwest. Two of the most common species are turkey vultures and the more aggressive black vultures, which can exceed 2 feet in length, weigh 5 to 6 pounds and have wingspans of 5 feet.
The initial surprise was that it took vultures 37 days to find the body. Researchers visited the site daily and checked the camera for any activity.
"Nothing, not even a rat," Hamilton said.
Then on the day after Christmas 2009, a graduate student working on another project at the site alerted them to the vultures' swift work on the corpse.
"I was wondering if it ever was going to happen," Spradley said. "We downloaded the photos, and it was stunning."
She and Hamilton are working with Texas State geographer Alberto Giordano to map the area where birds dragged bones. They hope to make a predictive model for law enforcement officers that will help determine time of death.
Sgt. Jim Huggins, a recently retired Texas Department of Public Safety criminal investigator who now teaches forensic science at Baylor University, said vultures were always something of a mystery for investigators.
Previous research on scavenged remains focused on carnivores such as coyotes or rodents.
"This is, as far as I'm concerned, it's cutting edge," he said. "No one has ever sat down and put a pencil down and attempted this before. ... This is going to, I think, change some minds about scavengers."
When unidentified remains turn up, the vulture research can also be used to help include or exclude people who have been reported missing, Spradley said.
Hamilton said he used to hate vultures. "But now I kind of appreciate what they do, how they dispose of decomposing animals on landscape," he said. "They perform a really serious function."

However, a tight lending environment forced some businesses to consolidate and led many to lay off employees. The number of industry employees is expected to decline at a 2.7% five-year annualized rate to 8,885 in 2012.
In the next five years, the rebound in consumer spending and dropping unemployment rate will likely bring business to instructors that were barely treading water. Moldvay expects industry revenue to rebound at a 2.3% annualized rate. Profit is also expected to rebound as domestic scuba tourism resurfaces and inbound trips by non-US residents continue to rise. New technologies like the Nautilus Lifeline, which offers two-way contact for divers and boats, are also expected to become more affordable and make the sport safer, drawing more people toward scuba diving.
The Scuba Diving Instruction industry is highly fragmented adds Moldvay. In 2012, the top four companies in the industry accounted for less than 5.0% of revenue. The majority of companies in the industry are small establishments that have five to six employees. Typically, operations are confined to a local or regional market. The largest scuba diving certification agencies, such as the Professional Association of Diving Instructors (PADI) and the National Association of Underwater Instructors (NAUI) operate as membership organizations that provide certifications through affiliates and are not included in the industrys major players.

LONDON/ATHENS (Reuters) - Athens turned up the heat on its creditors on Tuesday as it sought to secure a bond swap that will cut its mountainous debt, while the main bondholders group warned a disorderly default would cause more than a trillion euros of damage to the euro zone.
Greek private creditors have until Thursday night to say whether they will participate in the exchange that is a key part of a bailout program to help Greece manage its wrecked finances and meet a debt repayment on March 20.
A number of the biggest bondholders are signing up but despite the dire warnings, a clutch of Greek pension funds and some foreign investors rejected the offer which will see investors lose almost three-quarters of the value of their holdings and lop about 100 billion euros off Greece's debt.
Athens ratcheted up the pressure, delivering its starkest signal to date that it will force losses on those who do not volunteer.
Its Debt Management Agency (PDMA) said if it got enough support, it intended to make losses "binding on all holders of these bonds" and said the offer was the best deal they would get, echoing comments by Finance Minister Evangelos Venizelos to Reuters on Monday.
Analysts said an Institute of International Finance document, marked "IIF Staff Note: Confidential", seemed designed to alarm investors into participating in the exchange by estimating the extent of havoc a disorderly default would wreak.
"It is difficult to add all these contingent liabilities up with any degree of precision, although it is hard to see how they would not exceed 1 trillion euros," the IIF, which represented private creditors in months of tortuous debt negotiations with Athens, said in the February 18 document obtained by Reuters.
If Greece misses the March 20 payment without a deal in place and succumbs to a hard default, it could be taken as a sign that politicians have lost control of the crisis again, prompting investors to target other weak euro zone countries.
Spain and Italy might require 350 billion euros in outside support to contain the fallout, the IIF said, while the cost of helping Ireland and Portugal could total 380 billion euros over five years.
"When combined with the strong likelihood that a disorderly Greek default would lead to the hurried exit of Greece from the euro area, this financial shock to the ECB could raise significant stability issues about the monetary union," it said.
The bank lobby group also said bank recapitalization costs could easily hit 160 billion euros if no swap is agreed.
"Obviously the report is written on a worst-case basis to try and encourage participation in the exchange," said Gary Jenkins, analyst at Swordfish Research.
JITTERS
Greece hopes the exchange will mark a turning point as it enters a fifth year of recession but not all its creditors are willing to take the bond exchange, raising the prospect of Athens forcing them to by legal means, which could become a messy process.
Greek banks, holding 40-45 billion euros of the sovereign bonds, will all take part in the offer, banking sources said. Athens later confirmed its six biggest banks would take part in the swap, and Italy's largest bank by assets, UniCredit, said it would participate.
Nine more major Greek bondholders, all on the IIF steering committee that helped draw up the deal, said on Monday they would support the swap.
The Greek banks and other steering group members hold about 30 percent of the 206 billion euros of bonds in circulation.
Most Greek pension funds will also sign up but four funds with bonds worth about 2 billion euros have refused to do so, a Greek official said. The funds have come under pressure from labor unions worried the writedown on Greek debt holdings will undermine their viability.
Investors in a Swiss-law governed Greek government bond have teamed up to challenge the terms of Athens' proposed bond swap, highlighting the wave of litigation it could yet face, particularly over the minority of its debt not issued under Greek law.
Greece wants a take-up of 90 percent or more, and if it falls below that but exceeds 75 percent it is expected to use collective action clauses (CACs) to force losses on all. It could trigger CACs on Greek law bonds, which account for 177 billion euros of the total, with two-thirds acceptance.
Below that level, the deal could be off, potentially plunging the euro zone back into crisis.
The Greek finance ministry denied speculation that it was planning to extend the deadline on the offer, highlighting the jittery mood just two days before final decisions are due.
"The most likely outcome may well be that Greece passes its 75 percent target and then uses CACs to ensnare the remainder," Jenkins said.
Greece needs to reach that target to ensure it makes the savings agreed under its 130 billion euro bailout deal.
Using the CACs would probably trigger payouts on bond insurance contracts (CDS) and would also increase the chance of hedge funds or other bondholders pursuing legal action.
Complicating the process is the fact that most of the bonds fall under Greek law, but the remainder are under English law.
The deadline for acceptances is 2000 GMT on Thursday, although the foreign law bondholders must hold approval meetings March 27-29 so they would settle at a later date.

The first four khalifas were called the rightly guided khalifa, or caliphs. During their reign, Islam was fully enforced on their people. However, soon after these four khalifas, the khilafat changed into monarchy but the name of the post remained unchanged.
By the first world war, the khalifa had shifted his headquarters to Turkey.
In the first world war, Turkey fought against the British and was badly defeated. Even though the British had decided to abolish the seat of caliphate, they could not do this because the nationalist party under Mustafa Kemal Ataturk abolished it and took control.
The khilafat, in reality, is a system given by Allah. Since this system has been made by Allah, it cannot contain any flaw. This system was followed by the four rightly guided caliphs. According to this sytem, the sovereignty belongs to Allah and the Islamic Shariah or Islamic law is enforced. This law is the law given in the Quran, Ahadith, decided by ijma or consensus and qiyas or analogy.
The current system in the world, capitalism, has taken its foundations from the system of khilafat.
However, since people tried to change it, it lost many of its advantages. Here?s an example to prove this. Similarly, time has proven that while the Muslims were using the system of khilafat, they remained the superpowers for centuries. However, no other country has remained a superpower for that long because no other country has used the system of khilafat.
It is the duty of every Muslim on the face of the earth to strive for the establishment of khlifat.
Many groups have been formed to start the journey towards the khilafat. However, it has to be considered that the group must follow the Sunnah way. This methodwas the one followed by the Prophet (S). This was that the Prophet (S) first preached and propagated Islam. While this was being done, none of his followers or him (S) was allowed to defend themselves. After gathering enough support, the Prophet (S) started teasing the Quraish and Makkans by following their caravans, etc. Finally, however, the Prophet (S) attacked Makkah and established the Islamic political system.
So far, I know about three groups that have been made in Pakistan for this purpose. Jamaat-e-Ulema-i-Islami (JUI), Hizb-ut-Tahrir and Tanzeem-e-Islami.
The JUI is of the opinion that they should win the support of the people by winning the elections and then establishing the Islamic political system in the country.
The method of Hizb-ut-Tahrir is as follows:
1. Secret stage: where individuals who join the call are cultured in Islam and the da?wah.
2. Interaction stage: where the group openly calls the society to implement Islam and interacts with all levels of society in showing (intellectually) the superiority of Islam and exposing the reality of non-Islamic systems/practices. The objective in this stage is to win public opinion in favour of Islam.
3. Seeking nusrah: takig the da?wah to those who have material and other power in society, in order to win them and through that power to implement Islam comprehensively (by establishing the state).
Tanzeem-e-Islami thinks that they should gather enough support to challenge the authority of the current political system. After that, non-cooperation movements should be started and finally, the people should stand up in open revolt. The people will not be allowed to defend. This group is of the opinion that the people who will try to resist their revolt will eventually stop resisiting as all of them are in fact each other?s brothers.
Personally, I think that the best and real sunnah method is that of Hizb-ut-Tahrir. I think that gaining support by elections should not be done because the system is faulty so that rules out JUI. As for Tanzeem-e-Islami, the last step is by an analogy (qiyas) analogy of Dr. Israr Ahmed, the founder of the group. Hizb-ut-Tahrir has proved its method through the sunnah.
Finally, I conclude by saying that each one of us should strive for the establishment of the Khilafat and the best way to do this is to join one of the groups which is on the journey to establishment of Khilafat. However, you should join the group or follow the way you think satisfies you the most.
