Parent's Involvement in Children's Education | Educating Children

The importance of parental involvement as an accelerating and motivating factor in their children?s education is a worldwide-accepted fact. This research project provides an in depth explanation along with specific reasons, the importance of parents? involvement in their children?s education. It also discusses the parenting techniques, their types and their consequences if neglected. It also describes the ways to measure the outcome of the positive parental involvement. Furthermore, it mentions the teachers involvement and the difficulties faced by the teachers in getting parents involved in their children?s (this is further supported by the examples of two teachers who with their deliberate efforts won the parents over to devote their maximum attention towards their children), single-parent involvement, children?s own efforts to improve their academic levels and joint home-school based interventions. A detailed analysis of the different main ideas is given, based on the findings from other research surveys and projects.

INTRODUCTION:

Parental involvement can be seen to fall into three types: 1) Behavioral, 2) Intellectual and 3) Personal. The research explores the effect of multi-dimensional participation of parents and the resulting progress of children in their studies when different parental resources were dedicated to them. Actively participating parents help their children in their academic development by going to schools and participating in open houses. By keenly observing the behavior of their children they can rightly judge the kind of behavior or the allocation of resources required by their children. Such caring parents can also motivate teachers to become more attentive towards a particular student, thus maintaining the cycle of parent-teacher involvement. Encourage Building up cognitive and perception abilities in a child is a major concern in the upbringing of the child. The way the parents involve their children in cognitive learning is by exposing them to different cognitively stimulating activities and materials such as books, electronic media and current events at home. This helps the child to practice all sorts of language comprehending skills at the school. The results show a remarkably positive behavior at the school and with peers.

Two parenting processes namely the Supportive Parenting (SP) and Harsh Parenting (HP) helped a lot in the research of parental involvement in their children?s education. By adjusting the levels of supportive parenting, different levels of successful outcomes were observed. Supportive parenting in even kindergarten students yielded positive results. Four measures of supportive parenting were used in the study, they were:

1. Proactive teaching.

2. Calm discussion in disciplinary encounters.

3. Warmth.

4. Interest and involvement in peer activities.

The assessments were conducted when children entered kindergarten and when they reached grade 6. There was a factor noted to hinder children?s development: family adversity. It was the result of a multipurpose negative process that included the risk of low socio-economic status, single-parenting and family stress. Child maladjustments were found to be more common in families with such adversities. No matter how much negative impacts were cast, SP was found to overcome the risks associated with family adversity. SP was strongly related to adjustment procedures in grade 6 children who had single parent family or experienced low socio-economic status (SES) in their early childhood.

In a way to socialize their children, parents adopted the techniques of calm discussion and proactive teaching. They helped lessen the behavioral problems by carrying long discussions with their children, cultivating in them a sense of respect, calmness and peace of mind. Mothers also participated actively in reducing the peer stress among their children. It is also a widely accepted fact that supportive parenting plays an important role in the children?s development of empathy, prosocial behavior and emotional competence. On the negative side, the absence of supportive parenting may be related to the development of internal problems such as anxiety and depression.

Lack of the necessary parental care and attention is the main factor for the subsequent rise in the percentage of juvenile delinquency (crime among children). The absence of parental instructions causes children to develop irreversible behavioral and emotional problems. They in order to seek attention, resort to crimes thinking that in this way they could fulfill their wishes. They may revert to uncontrolled violence if not kept an eye upon. The untiring endeavors of teachers in the phenomenon of transition cannot be ignored. They prepared the children and their parents to face the problems of adjusting to elementary school programs that had different psychology, teaching styles and structure than the programs offered at the kindergarten level. In the elementary level schools the teachers had to face serious challenges in motivating the parents to take interest in their children?s activities. The teachers adopted different methods to involve the parents in day-to-day classroom and home activities. They used to send notes, invitation of parent-teacher meetings, invitation of parental guidance sessions and training sessions, continuously directing the parent?s attention towards their children. Patricia Brown Clark suggests that it is very important to keep the line of communication between teachers and parents open, so that the parents can interact with the teachers and get up to date information of their children?s school activities. One way to involve parents is to schedule school events and arranging classroom activities such as volunteering for libraries, acting as classroom aides or efficiently organizing lunch breaks. The teachers also opt for making phone calls at the children?s houses to keep in touch with the parents and getting to know the extent to which they are contributing towards the welfare of their children. Apart from the above activities, the teachers also assign home activities for both the parents and their children so that the parents remain indulged in their children and the children get to study at home. However, it was a bad and disappointing experience for the teachers when many of the parents failed to respond as expected. Many of the parents were so overwhelmed with their official work that they could hardly take out some time for their beloved children.

Moreover, for some parents their schoolings were not positive and character-boosting experiences, therefore they preferred to keep a distance from their children?s school as well. This made it really difficult and at times impossible for teachers to bring the parental involvement to the desired level. Nevertheless, the activities of two teachers proved greatly fruitful in making parents involved in their children. They were Carlos Valdez, an art teacher and 8th grade class sponsor, and Mike Hogan, the school?s band director. They did it by involving parents in music festivals and other school ceremonies. They proved to be great examples for the future teachers to come.

If the children?s academic development programs are to prove successful they must share two characteristics:

1) Developmentally appropriate practice:

A child?s academic progress is clearly reflected by the appropriate practice he/she administers while in school life. During transitions from pre-school to kindergarten, a child if given the exact developmentally appropriate practice tends to learn a great deal of language and playing skills. He develops a keen interest in exploring his environments and interacting (without hesitation) with his adults.

2) Supportive services:

These include the assistance that the school provides to low-income family students. The services include health care, childcare and community care. This strengthens the relation between school and children and creates a sense of security and confidence among the children. They get to learn that their communities are a part of their school since the school?s supportive services strive to help community development.

It is commonly believed that children are good self-teachers. Their self-initiated strategies help improve their expression, creativity, intellectual capabilities and extra-curricular skills. This idea is proved by the documentation of young children?s work provided by Reggio Emilia :

As a result children who received adequate parental concern were found to be much more confident in their academic desires and achievements than those who could not get the right amount of parental concern.
The individual involvement of mothers and fathers also plays a vital role in the behavioral development of a child. Students from one-parent household were observed to show less positive attitude towards schools and studies as compared to students from two-parent households. One study aimed at investigating parental concern showed that despite mothers? sincere endeavors, the role of fathers could not be ignored and both served as an important foundation for the future progress of the child. This can be proved from the following fact:

According to a recent report from the National Center for Educational Statistics (1997), compared to their counterparts, children with involved fathers are more likely to have participated in educational activities with their parents (e.g., to have visited a museum or a historical site with their parents in the past month), and are more likely to have access to multiple types of resources at home as well (as measured by the proportion of parents who belong to community or professional organizations, or regularly volunteer in the community). Also, the parental involvement has been discussed and implemented in terms of interventions or prevention programs, which are nothing but safety measures taken to assure healthy and perfect upbringing of the child. The study uses school-based and home-only intervention programs to find out the extent of intellectual capabilities found in children from different family backgrounds. Protesters battle Greek police as parliament decides (Reuters)

ATHENS (Reuters) ? Greek lawmakers looked set to endorse a new austerity deal on Sunday to secure an EU/IMF bailout and avoid national bankruptcy, defying public rage and protesters who fought pitched battles with riot police outside parliament.

Lawmakers came under immense pressure from both sides, with tens of thousands of demonstrators pouring into Syntagma Square before parliament, while the government warned that rejection would demand "unimaginably harsher" sacrifices by Greeks.

Black-masked protesters threw petrol bombs, creating a wall of fire, and homemade bombs made from gas canisters as riot police advanced across the square on the crowds, firing tear gas and stun grenades. Loud booms could be heard inside parliament.

"Tear gas has reached the parliament chamber," said leftist lawmaker Panagiotis Lafazanis.

After days of dire warnings and threats of rebellion, parliament began debating a bill setting out 3.3 billion euros ($4.35 billion) in wage, pension and job cuts this year alone, to secure funds Greece needs to avoid bankruptcy next month.

Finance Minister Evangelos Venizelos told parliament that Greece had no easy way out and the alternative to the international bailout - bankruptcy and a departure from the euro zone - would be far worse for Greeks.

"The choice is not between sacrifice and no sacrifices at all, but between sacrifices and unimaginably harsher ones," he told a stormy debate expected to run well into the night.

One small party has already pulled out of the coalition of Prime Minister Lucas Papademos in protest against the terms of the 130-billion-euro rescue package from the European Union and International Monetary Fund - Greece's second since 2010.

A number of lawmakers from the two biggest government parties, socialist PASOK and conservative New Democracy, have also threatened to rebel but their numbers did not appear to be enough to sink the bill.

Greece needs the international funds before March 20 to meet debt repayments of 14.5 billion euros, or suffer a chaotic default which could shake the entire euro zone.

As is usual in Greek protests, only a small fraction of the crowd fought the police. Others held up banners saying "Popular uprising!," "It's us or them!" and "Don't gamble away all we have achieved."

An ambulance was seen rushing to the square and police said two protesters were injured in the clashes.

Inside parliament, Venizelos said Greece's future in the European mainstream was at stake.

"Anyone who wants to remain in the euro and in the euro zone must abide by some rules," he said. "The law must be passed by midnight because come Monday morning, the banking and financial markets must have got the message that Greece can and wants to survive."

Deadline nears, Obama wants payroll tax cut action (AP)

WASHINGTON ? President Barack Obama is pressuring Congress to extend a payroll tax cut for the rest of the year as another deadline nears for Congress to act or see taxes go up for millions of working people.

Lawmakers agreed in December, after much bickering, on a two-month extension, but that runs out at the end of this month. Obama said in his weekly radio and Internet address Saturday that Congress "needs to stop this middle-class tax hike from happening. Period. No drama. No delay."

Obama said the economic recovery must not be jeopardized by a failure to stop payroll taxes from rising, and he urged listeners to add their voices.

"I hope you'll pick up the phone, send a tweet, write an email, and tell your representative that they should get this done before it gets too late. Tell them not to play politics again by linking this debate to unrelated issues. Tell them not to manufacture another needless standoff or crisis," Obama said. "Tell them not to stand in the way of the recovery. Tell them to just do their job. That's what our middle class needs. That's what our country needs."

Lawmakers have made halting progress on legislation to extend the tax cut. The bill also would renew jobless benefits for the long-term unemployed and prevent doctors from a 27 percent cut in their Medicare payments. But the plan costs $150 billion-plus and lawmakers will have to find a way to pay for it.

The 2 percentage point cut in Social Security taxes is worth about $1,000 per year for the average family, or $40 per paycheck.

In the Republican radio address, Virginia Gov. Bob McDonnell applauded efforts by Republican governors across the country to contain government spending and reduce their state budget deficits. Speaking ahead of Obama's release Monday of his 2013 budget, McDonnell said the federal budget will impede job creation by calling for tax increases and for continuing the administration's health care policies.

Obama's budget would allow Bush-era tax cuts for people in the upper brackets to expire. It also is expected to call for the elimination of corporate tax loopholes while calling for lower corporate tax rates.

McDonnell said Republicans can help create an environment that creates and sustains private sector jobs.

"We know that when we limit government to free up capital, and reduce onerous regulations and litigation, we spur private sector job creation."

Toymakers gear up for year of the "AppCessory" (Reuters)

NEW YORK (Reuters) ? Having found this holiday season that they cannot beat iPad, iPhone and iPod, toymakers have decided to join them, lining up a host of playthings that come to life when hooked up to the devices, gadgets that kids love to play with.

Industry insiders call them "AppCessories," and expect a wide array of these items to be on display at the American Toy Fair, which officially kicks off in New York on Sunday.

"The manufacturers have realized this is a hot area, and they are all jumping on it," said TimetoPlayMag.com Editor-in-Chief Jim Silver. "It is an opportunity to extend the ages you are selling to."

The trend comes as companies, scarred by a holiday season when toy sales fell 3 percent in the United States, look beyond traditional toys to woo tech-savvy kids, many of whom have grown up playing on their parents' smartphones or their own gaming consoles.

"Today's gamer is looking for experiences in games that include the marriage of digital and analog, face-to-face, and off the board gaming," Hasbro Chief Executive Brian Goldner said.

Hasbro, the maker of G.I. Joe toys and the Monopoly board game plans, to jump on the "AppCessory" bandwagon through its "zAPPed" gaming platform.

When you play with Hasbro's "The Game of Life zAPPed," you will still move your car from space to space and select your path to retirement on a game board, but now you spin, get paid, sue other players and make important decisions on your iPad, after downloading a free app. The game will cost about $25.

But Hasbro is not alone in this arena.

Canada's Spin Master is betting big on an array of iPhone/iPod Touch and Android accessories under the "Appfinity" label.

"When you talk about the holy grail of toys, manufacturers have been trying to find a way to marry the tech and the toy world," Spin Master spokesman Harold Chizick said, adding that appCessories might just be what they were looking for.

Spin Master hopes its "AppDrive" will appeal to racing enthusiasts by allowing them to use a steering wheel that can hold an iPhone, and play racing games using an app on the iPhone, while "Appfishing" will enhance "virtual fishing" using a rod that can hold an iPhone. Priced at $20 each, they will hit stores in the fall.

Industry goliath Mattel Inc will try to broaden the appeal of its classic brands such as Fisher-Price and Barbie as well as "Monster High" through its "Apptivity" line.

One product in this line is Fisher Price's Laugh and Learn Apptivity Case, which is basically a $20 sturdy case that will protect parents' iPhones from "dribbles, drool, and unwanted call-making." The item, which features beads, a mirror and free learning apps, will help babies practice hand-eye coordination, Mattel says.

Toymaker WowWee, known for its little robot toys, will unveil its "AppGear" line, which combines physical toys with iOS and Android apps. For example, in Alien Jailbreak, which is an augmented reality shooter game, the player looks through his or her smartphone and tries to stop aliens from escaping from prison. AppGear products will be sold at about $10 to $20.

Companies such as Discovery Bay and Crayola also hope to offer compelling products in this category.

Rising teen cell phone ownership, growing demand for mobile computing devices such as the iPad, and the explosive demand for mobile apps are other factors boosting the trend.

As of September 2009, 75 percent of American teens age 12-17 had a cellphone, a number that has steadily increased from 45 percent in November 2004, a study by Pew Research Center showed.

"Until now, traditional retailers or brick-and-mortars have been unable to tap into this huge growing market. They've been left out of the app party," said Mike Gonzales, creative director and digital brand manager for WowWee.

Like many others, Gonzales now sees "an opportunity to take a bite out of the app pie."

At an event earlier this week, Toys R Us CEO Jerry Storch summed up the trend: "The combination of the physical world and virtual world is so powerful that it's almost unexplainable."

One of Storch's favorites heading into the year is the follow-up to Activision's "Skylanders," a video game that comes with physical toys that spring to life on screen when they are hooked up to consoles such as Microsoft's Xbox or Sony's PlayStation. A chip inside the figurines stores a player's progress in the game.

The latest iteration, called Skylanders Giants, will feature characters that are taller and have new kinds of power. The newer characters can also light up without needing batteries.

"Skylanders will be even larger in its second year than its first year. It could be one of the biggest toy franchises of all time," Storch said.

While the toy industry is betting big on AppCessories, a few parents are skeptical.

Amanda Bergman, a New Jersey-based web editor and mom of two, said she would "probably not" buy toys and games that will come to life with an iPad or iPhone.

"Sounds like kind of a hassle, to be honest. I'd prefer to maintain the separation between toys and iPad! And I feel like the novelty would wear off quickly," said Bergman, who normally lets her children, 3-year-old Elliott and 5-year-old Adrian, spend one to two hours on average on her iPad.

    Monster iSport Immersion In-Ear Headphones


    The past year or so has seen the emergence of several earphones geared towards exercise enthusiasts. The Monster iSport Immersion In-Ear Headphones, at $179.95 (direct), are among the most expensive of the options available, and as the name suggests, they are intended to be gym-friendly. This means not only did Monster focus on a secure fit, but the materials used are also sweat- and waterproof. Like past our Editors' Choice Sennheiser CX 680 Sports ($119.95, 4 stars), the earphones can be rinsed off in the sink without damage. The overall audio performance will make bass fiends happy, but audiophiles will probably prefer a pair with a flatter response. And those who have more rigorous exercise routines may find that the fit of the iSport doesn't quite hold up when fast, constant movement comes into play.

    Design
    Offered in blue, black, or a Livestrong yellow version, the iSport is not a subtle design?though the black version will stand out less than the other two. A small fin on each earpice presses against the ridges of each ear to help secure the fit?similar to the design of the Bowers & Wilkins C5 In-Ear Headphones ($179.95, 4.5 stars). The C5 has the iSport beat in terms of overall secure fit, but the iSport is definitely more appropriate for sweaty workouts, as the C5 is not sweat-proof.

    Adding to the exercise-friendly design, the iSport features Monster's signature flat, linguini-like cable, which is less likely to tangle. An in-line ControlTalk pod with a mic and buttons for answering calls and controlling playback on iPhones, iPads, iPods, and some other smartphones (if you have an Android or a BlackBerry, it will probably work) is located on the right earpiece's cable. Mic sound quality is suitable for calls, and the iSport, like just about all other "Made for iPhone" earphones, doesn't improve or worsen call audio quality. The iSport comes with a snap shut protective pouch, four pairs of eartips in different sizes, three pairs of replaceable, in-ear "clips" (what Monster calls the fin that rest against the ear for secure fit), and a shirt clip.Monster iSport livestrong 250width

    Performance
    As mentioned earlier, the iSport features some pretty powerful bass?it never distorts, even on deep bass tracks, like the Knife's "Silent Shout," played at maximum volume. Audio purists, however, will likely prefer a pair that favors the low-end slightly less. Bass fiends?particularly those who listen to hip-hop or electronic music when exercising?will likely love the sound signature of the iSport. It can get quite loud to drown out the gym's radio, and the bass is pretty intense. The mids and the highs are not ignored, but the overall response definitely leans towards the lower end of the frequency range. Thus, orchestral music sounds a bit less crisp than we'd prefer, but if you're exercising to the beat of Wagner, well, that's impressive.

    Unfortunately, the fit of the iSport, while quite secure when you are stationary, can easily be jostled when moving quickly or constantly. The earphones are not likely to actually fall out, but the seal created in the canal can become looser?this results in uneven sound from ear-to-ear, and significantly lowered bass response once the strong seal in the canal is lost. All ears are different, so the fit will likely be fine for some, even during rapid exercise, but the iSport did have a tendency, during my tests, to become less secure when a lot of movement was involved. And switching eartips didn't really seem to solve this issue. It's not the end of the world, as you can still hear your music, but it can be distracting.

    If what you're really after is a secure-fitting, excellent-sounding earphone pair, the Bowers & Wilkins C5 is probably your best bet?it has very few gym-friendly features, but it has iPhone controls, will stay in place, and the audio performance is excellent. If $180 is beyond your budget, you can get a secure fit with the aptly named Skullcandy FIX In-Ear ($69.95, 3.5 stars), but it's not necessarily ideal for exercise. The aforementioned Sennheiser CX 680 Sports is a more affordable gym-oriented option, and because it's not as new, it can be found online for around $80. It has significantly lower bass response, however, than the iSport.?A newer pair geared towards the gym is Polk Audio's UltraFit 3000 ($99.95, 3.5 stars)?it's part of Polk's first earphone and headphone line, all of them exercise friendly, moisture resistant pairs?but it does suffer from a smidge of distortion a top volumes.

    Is the iSport worth its hefty price? The fit issue is a bit of a bummer, but if you're a bass lover who wants a pair that can be washed off once in a while and won't die on you when you sweat, I'd say yes, simply because there aren't many waterproof options with tremendous bass as well.

    In the presidential primaries and state legislatures across the country, immigration reform once again has proven to be the proverbial hot potato. Republican presidential candidate Mitt Romney now champions policy measures facilitating ?self-deportation.? Others, including President Obama, advocate a ?path to legalization? for undocumented immigrants. The gulf between these two divergent reform proposals is vast, with passions running high on both sides.

    Unfortunately, few policy-makers advocate addressing the basic problem with the U.S. immigration laws ? that they long have been out of synch with the nation?s labor needs. Until the nation reforms its immigration laws to address the needs of the U.S labor market ? and the demand of employers for workers, we will not adequately reform an immigration system that many have characterized as ?broken.?

    In the middle of the Cold War, Congress passed the comprehensive U.S. immigration and nationality law, the Immigration and Nationality Act of 1952 (INA). The law was a product of the times and almost annual reforms in the last 50+ years have failed to change it much. Focused on the communist threat, the INA was founded on a deep and enduring suspicion of foreigners and built a plethora of roadblocks to keep prospective immigrants out of the country, including political, economic, and other litmus tests. In the formulation of the INA, labor market and employment considerations were not at the center, or the periphery. Congress never amended the INA to, at a fundamental level, ensure that the laws comport with the nation?s need for workers. Today, the U.S. immigration laws provide many more avenues for family-based than employment-based immigration.

    As the social science research makes clear, undocumented immigrants come and remain in this country because of the availability of jobs. Employers often demand low- and medium-skilled labor. That labor is in abundance in other nations, including in our southern neighbor Mexico.

    The problem is that the U.S. immigration laws make it much easier for highly skilled, such as Nobel Prize winners, professional athletes, and many of those with advanced degrees, to secure an employment visa, but offer few legal avenues for immigration to low- and medium-skilled workers. Absent a family member in the United States, most workers do not have a way to come legally to this country. Thus, to say that ?they should wait in line like everyone else? exhibits a fundamental misunderstanding of the U.S. immigration laws: the law provides no line for many, perhaps most, would-be immigrants seeking jobs to wait in.

    Moreover, some skilled immigrants often face impediments to legal immigration. Bill Gates has testified before Congress on the need to increase the numbers of high-skilled immigrants ? engineers are what he had in mind -- coming to the United States. This, he claims, is necessary to ensure U.S. competitiveness in the global economy.

    The lack of legal avenues for many workers to come to the United States is an incentive for foreign citizens who want jobs and access to the U.S. economy to circumvent the immigration laws to come to this country. At least in good economic times, jobs are available, especially in agriculture, restaurant and hotel, the domestic service industry, and other sectors of the economy. Valued in these job markets, undocumented immigrants get these jobs. There just is not the legal avenue for many foreigners to come to the United States and take those jobs.

    There obviously are other important contributors to undocumented immigration. The operation of annual limits on migration from high-migration countries, such as Mexico, the Philippines, India, and China, can mean that a noncitizen may be required to wait many years ? even decades -- to rejoin family in the United States. Foreign citizens come to this country because they have suffered, or fear, political, religious, or other persecution in their homelands. Nonetheless, jobs are the predominant reason that many immigrants, legal and not, come to the United States.

    As a direct result of the limited avenues for workers to come lawfully to the United States, the nation currently has an estimated undocumented population in the neighborhood of 10-12 million. The population appears to have decreased somewhat, which probably should be attributed more to the tightness of the current job market rather than any border enforcement measures. This logic seems evident once one considers that the undocumented population doubled from around 5-6 million in the early 1990s to around 10-12 million in 2008. This occurred despite unprecedented immigration enforcement efforts, such as military-style border operations ? with tens of thousands more ?boots on the ground? -- in the U.S./Mexico border region, record-levels of deportations and detentions of noncitizens, and a plethora of security measures directed at noncitizens after the tragedy of September 11.

    The truth of the matter is that, when the U.S. economy was good, the undocumented population grew. When the economy tanked, it decreased. The reason for the difference was the relative availability of jobs.

    Unfortunately, virtually all of the immigration reform proposals fail to address the labor market phenomenon at the core of immigration. The Mitt Romney ?self-deportation? plan (as well as many of the state immigration enforcement laws) champions policies that make the lives of undocumented immigrants ? and many others, including U.S. citizens who are Latino ? as difficult as possible so that they will ?self-deport.? However, the quest for jobs and a better life for one?s family are unlikely to be deterred by, for example, increasing the numbers of immigrants deported for petty crimes (or no crimes but simply arrested and deported). It intuitively seems unlikely that migrants who were undeterred by border enforcement efforts and risked their lives to cross the United States/Mexico border, would ?self-deport? because their lives here were merely being made uncomfortable.

    Similarly, it is true that a ?path to legalization? might ease some of the difficulties faced by a ?shadow population? of undocumented immigrants in the United States. One of the many versions of the DREAM Act would be savior to undocumented college students. While I support both measures in principle, we need to make forth deeper and more fundamental changes to the U.S. immigration laws to truly address the causes of undocumented immigration.

    Valuable lessons may be learned from the nation?s experience with the Immigration Reform and Control Act (IRCA), which President Reagan signed into law in 1986. Some might see IRCA as the 1980s equivalent to today?s proposed ?comprehensive immigration reform.? IRCA provided for increased enforcement measures, including provisions for the sanctioning of the employers of undocumented immigrants (known as employer sanctions), an ?amnesty? program for undocumented immigrants, and guest worker programs. Supporters proclaimed at the time that IRCA was the solution to the nation?s immigration woes, including undocumented immigration. The reform, however, did not include any fundamental changes to the employment provisions for legal immigration.

    The result of the 1986 reforms was that, while enforcement was increased and hundreds of thousands of undocumented immigrants regularized their immigration status, the incentives for undocumented immigration did not change under the law. As described above, many would-be immigrants found it difficult to lawfully come to the United States to work and, in the last 25 five years, millions have circumvented the laws to do so.

    Some critics claim that the U.S. government has failed to enforce the immigration laws, including employer sanctions under IRCA. However, sanctions have proven difficult to implement, with employers unhappy about the paperwork and prospective employees concerned with discrimination against perceived undocumented workers. Despite monumental efforts, the nation over many years has sought, but ultimately failed, to come up with a computer database, including the federal E-Verify system, with a sufficiently low error rate that would make it easier for employers to check the employment authorization for workers and applicants. Construction of a system that does not have a high error rate does not appear to be on the horizon.

    The nation?s experience with IRCA suggests that piling on enforcement provisions in hopes of encouraging ?self-deportation,? or granting relief to today?s undocumented immigrants, will not solve the nation?s immigration concerns. Any reform proposal that does not address the pull of jobs and the needs of the American labor market is likely to fail in the long run. As with the IRCA experience, eliminating an undocumented population, without more, will not prevent the emergence of a new undocumented population.

    What the United States needs is an immigration system that recognizes that hard-working people want to come to the United States for jobs and makes it easier for hard-working people to lawfully come to the United States for jobs. The laws should recognize the labor needs of employers and the global thirst for work in the American economy. Making it easier for larger numbers of low-, medium- , and high skilled workers to immigrate would be a good start. This would represent a much-needed move away from the dark suspicion of foreigners embedded in the Immigration and Nationality Act.

    If I am right, the immigration enforcement laws like those passed in Arizona, Alabama, Georgia, South Carolina, and other stated will result in great cost to immigrants and the state economies but will not ultimately address the issues contributing to undocumented immigration. It also means that a reform measure providing a path to legalization for undocumented workers, or the DREAM Act for undocumented college students, will have limited ? even if positive -- impacts. The nation needs more fundamental change in the immigration laws.
